Founded by political strategist Rhonda Foxx, CIVIC. On Eighth treats the neighborhood cafe format as a modern “gathering circle” – a concept drawn from activist organizing principles intended to bring community building offline. Situated on Barracks Row, the venue occupies a property that has been Black-owned for nearly 47 years, sharing a lineage with the family-run Chat’s Liquors next door. Inside, the design leans into a moody aesthetic, softening the room with floral elements that reference both the founder's mother and the building’s past life as a florist.
The daily rhythm shifts from morning utility to evening socializing. Early in the day, the counter serves Swing’s Coffee and pastries from Souk – a local bakery known for its pistachio croissants – before the room transitions into a cocktail bar focused on women-owned spirits and wines. The space functions as a living gallery, with walls featuring work from local creators like D.C. artist Lisa Marie, while the kitchen and bar host a rotating lineup of guest chefs and roasters to keep the offerings in flux. It is a venue built for lingering, where the noise of a busy morning eventually gives way to the lower hum of evening conversation.
